Rain, Rain, Go Away Come After Election Day

Matatandaan na may mga nanawagan kay Kalihim Gilbert Teodoro na kinakailangan na magbitiw na siya sa kaniyang posisyon sa Gabinete mula noong inihayag niyang may nais siyang tumakbo para sa pagkapangulo.

Pero ilang bagyo na ba ang dumaan mula noong araw na iyon?

Mukhang marami-rami na at ang ilan pa sa mga iyon ay ang mga pinakamalakas ang hagupit sa bansa. Sa sobrang lakas, ay nagawa ng mga ito na bahain ang kalakhang Maynila at ang hilang Luzon at kasamang napalutang ng mga ito ang pangalan ni Gibo. Bilang kalihim ng Pambansang Tanggulan (DND) at siya rin ang Chairman ng NDCC, kinakailangan lamang na tugunan niya ang mga pangangailangan ng mga nasanlata ng mga nagdaang sakuna. Dahil diyan ay pakiramdam ng nakararami na tumataas lalo ang kaniyang popularidad na maaaring makatulong sa kaying pagkandidato sa darating na halalan.

Maganda ang nagiging pagpapalakad ni Teodoro sa mga operasyong pagtulong at pagsagip sa mga nasalanta at alam naman ng lahat na ginagawa lamang ng Kalihim ang kaniyang trabaho, subalit sa kabilang banda ay pumapabor para sa kaniya ang mga kaganapan sa bansa lalo pa't papalapit na ang araw ng pagsumite ng mga kakandidato.

Kulang-kulang isang buwan na lamang ay kinakailangan na rin ni Gibo na magsumite sa COMELEC ng kaniyang CoC dahil bilang standard bearer ng Lakas-Kampi-CMD. Ngunit, gaano pa katagal, bago siya magbibitiw sa puwesto?

Anong mangyayari kung may bagyo na namang dumating at nasa Gabinete pa siya? Kung ganoon ang magiging sitwasyon sa bansa, hindi magiging madali paghalili sa kaniya sapagkat nasa gitna ng krisis ang lahat sa mga ganoong pagkakataon.

Kung maaari lamang, sana makapagbitiw na siya bago pa mahuli ang lahat at sana'y wala ng sakuna ang dumating sa bansa.

Panigurado, isang malaking sakuna na naman iyon.

A Country of Dreamers

Giving way must have been the biggest, most important decision that the Liberal Party head has ever made in his entire life and all he gets for his selfless act is a sound of his name being chanted by those closest to him and supporters.

And now, people are clamoring for Noynoy Aquino to finally announce his declaration to run for the Presidency in 2010, who may have never dreamed of seeking a higher office at this stage of his political career nor at the recent passing of his mother. The Law Maker from Tarlac who has been seeking the advice of his family, friends and experts, stated before that he is taking things slowly because he knows the burden of being the person inside the MalacaƱang, based from what he saw from his mother during the her time at the office.


He gave up his dream to fulfill the dream of their forebearers, according to Roxas, whose father was also a member of the LP together with Ninoy Aquino during the height of the Marcos rule. A dream, which the veteran senator says is a common dream of a better Philippines, where good will triumph over evil.

But he says that the Filipinos should not remain as dreamers in our own country and start acting to do get the job done.

Let's just hope that Noynoy on the other hand would not leave us hanging for nothing and would finally take the torch of leadership to give light our country.

Demokrasya: Ang Sandata ng Taong Makasarili

Ang post na ito ay bilang pagpupugay sana sa Kabayanihan ng mag-asawang Ninoy at Cory Aquino (para sana sa ika-dalawampu't isa ng Agosto).


Mukhang matatawag na nga natin na Buwan ng mga Aquino ang Agosto. Hindi lamang dahil sa ito ang buwan kung kailan pinaslang ang martir na si Ninoy at kung kailan sumakabilang buhay ang kaniyang may bahay na si dating Pangulong Cory kundi dahil itong Agostong ito naglalabasan ang mga pagpapakita ng suporta at ang pag-aapurang pagkilala sa kabayanihan ng yumaong Pangulo.

Ilang araw pa lamang mula ng mailibing ang mga labi ni Tita Cory, ay isa-isa nang naglilitawan ang mga sumasang-ayon na gawin siyang isa sa ating mga Pambansang Bayani dahil (ayon sa kanila ay) ipinamalas niya ang matapat na paninilbi sa bayan bukod pa sa pagpapabagsak sa rehimeng diktaturya sa Pilipinas.

May mga gumagawa ng aksyon ukol dito mula sa Mababang Kapulungan at mayroon din sa Mataas na Kapulungan. Pero bakit hindi na lamang nila hayaan ang NHI o kung ano mang ahensya ng pamahalaan ang gumawa nito?

Sa pananaw ng isang katulad ng sumulat nito, pinapakita lamang nito na masyado nilang itinataas sa pedestal ang mga taong gaya ni Pangulong Cory gayong hindi naman nila nagagampanan ng wasto ang kanilang mga trabaho maging sa pamahalaan man o sa kung saan man.

Ang mas masaklap pa, ang dating ipinaglaban ng mag-asawang Aquino ay nagagamit ngayon ng kung sinu-sinong nasa poder upang lalong palawigin ang kani-kanilang mga hangarin o ambisyon.

Kaya may mga nagsasabing ang nangyari noong 1986 sa EDSA ay hindi Rebolusyon, kundi isang Restorasyon ng mga nasa kapangyarihan na may nais mamalagi sa kapangyarihan.

Sa panahon ngayon, 2009, patuloy pa rin ang ganitong sitwasyon. Ginagamit ang natamong Demokraysa upang pasarapin ang buhay nila at pahirapin pa ang mga naghihirap. Dahil marupok daw ang Saligang Batas, gusto na nila itong palitan upang maging matatag daw. At dahil malaya raw tayong gawin ang ating mga nais, lalo na kung sa ikabubuti ng nakararami, gagawin daw nila ang pagbabago ng Konstitusyon.

Baguhin man nila o hindi ang ating mga batas, may mababago pa ba?


Sa simula pa lamang ay nakakaladkad na ang salitang demokrasya at ang ideyalismo nito (kung meron man) ng mga taong pilit nagtatago, ginagamit at nagpapanggap na taga-sulong nito.

Ano pa nga ba ang magagawa natin? Mukhang tama nga ang dokyu na Long Live The Fearless Man na demokrasya ang sandata ng taong makasarili.

Like Reagan, Like Mandela

“In my personal opinion, it is ministerial for the Comelec to accept the certificate of candidacy without pre-judging the citizenship and qualification." - Commissioner Rene Sarmiento

Seems like there's no stopping former president Joseph Estrada from filing his candidacy if in case he finally decides to run for president again on May 2010.

But that's just the easy part for the ousted president, as Comelec Commisioner Sarmiento said that it is the constitutional right of every person to submit their candidacy for any government office, adding that it is up to the Supreme Court to judge the qualification of any aspirants.

There were, however, varying views from varying people who are in government offices and those who are close to
Erap.

Those who are against his new-found aspiration for presidency are stating that he can no longer run due to a provision in the contitution and that all former presidents including the incumbent one, GMA, should not be allowed run for the same seat.

Those who are in favor of Erap's candidacy are saying that he is eligible for office given the tenure he has served which is two and a half-years, just one and a half-year short of the 4-year tenure wherein a former president is banned to run again.

Ambassador Ernesto Maceda, who was always supportive of the former president and the Estrada family stated that Erap may be the most mature and emotionally stable candidate even comparing him to Ronald Reagan and Nelson Mandela who became president even beyond their 70's and 80's saying that his political career gives him the edge over other candidates.

Looking at the current situation, it seems that both Erap and GMA are in the dilemna on how they will bend the rule for them to be ablt to run for office either for president or any other posistion for that matter and it is quite obvious how carefully they are planning things as to how little they are giving away from their statements.

2 Go

The problem would have risen from the shipment and delivery of the voting and counting machines if the automated elections were to push through.

The Aboitiz company which was rumored to have close ties with the Arroyos were said to be chosen to to the warehousing and the shipment of the machines to the different precincts nationwide on the day of the election.

Makati Mayor Jojo Binay reiterated that the connection of the cargo company to the President should have raised suspicions from the Comelec as this may endanger not only the canvassing of votes but the whole election process itself as a whole.

“The fact that an Aboitiz-owned company is involved in the automation project should have raised alarm bells in the Comelec. It changes the entire scenario." - Mayor Jejomar Binay

Bagong Alyansang Makabayan and Binay are trying to convey a message here: if this is all true, then the Palace would already know who will win the election even before the election starts. And this is what the anti-administration is trying to avoid, to give them the win without a challenge.

The Manager's A Choice

“I can prove that I am capable of leadership." - Sen. Manuel Villar

These are the words which the presidential aspirant uttered to demonstrate his conviction on how much he can do for the country when he runs for president on 2010. He points that this could be the right time that the voters should choose someone with "managerial ability" rather than going for someone who is much popular.

Meaning: why don't we put our votes on him?

What a way to campaign for himself.

The fish trader turned businessman turned politician is convinced that several members of the Lakas-Kampi-CMD Party are in full support from saying that they have given him their supports long ago and will still stick with him if the elections will push through.

He, however, did not mention the names of the GMA supporters.

Whatever, the former Senate President is thinking seems to convince him a lot at the moment. But who knows? Maybe he is telling the truth and the only reason why he is withholding the names of these so-called supporters of his from the Administration's side is to protect them from being banished by Mrs. Arroyo if ever she stays in power longer than her term.

Mano a Mano

It seems that the "marriage" of Smartmatics and Total Information Management will be short-lived, if not, it would not even materialized.

Comelec Chairman Jose Melo privately met with the two companies yesterday to give the Friday deadline to settle and to sign the contract for the automation of 2010 Elections.

Money, money, money

After the meeting, the Chairman told reporters that the primary reason for the TIM back-out was money but quickly reiterated that it was not lack financial fund. It was the other way around. Aparently, TIM wanted to dictate how the commanding investment of Smartmatics is going to be used.

Slim Chances

Broadcaster Mike Enriquez, in his morning radio show quoted Comelec Chair Melo saying "...very, very, very slim chance of an automated election."

The No-El

Presidentiables however are weary that the inability of the Comission on Election to fully modernized the voting and canvassing process may lead to a "No Election" situation come 2010.

The Option

If a full automation won't be available, then the Comelec may have to opt for a partial automation as suggested by former Chair Christian Monsod.

It would not hurt to try this option as it may lessen the days of canvassing to half if allocated to major provinces or cities.

Automated or manual, if the Comelec fails to guard the votes there would still be a chance that candidates will to find to cheat their way to winning.

Automation No More?

“We may have to go manual.” - Comelec Chair Jose Melo

Due to the lack of documents from the Security & Exchange Commission, the contract signing of the Smartmatic-TIM, the winning bidders for the automation of the 2010 election, which was scheduled this Friday was postponed to Tuesday and was yet again rescheduled to next Friday.

However, Total Information Management (TIM), the local partner of Smarmatic declared its withdrawal from the partnership for the computerization of the upcoming elections next year stating that lack of budget was the reason. A Daily Inquirer source said that the TIM was 300 million short of its budget.

The Comelec on the other hand said that the local counterpart withdrew without giving a justifiable reason and are willing to file charges against the company.

Juan Villa of Smartmatic was in contact with TIM and wer not giving up on the contract from the Commission of Election.

Meanwhile, Commissioner Melo would like to see if the TIM people were contacted by anti-automation groups that may have caused their withdrawal for the election modernization.

The only reason that there may be groups with such a cause is to make sure that the National Election will not be tamper proof, thus, making the process of vote counting vulnerable to those are are willing to lie, cheat and steal their way to whatever government seats. And that includes the Presidential and Congressional seat.

All-Out Support

"Our collective mission, as a people, should be to completely remove all vestiges of the Arroyo administration in the coming elections so that our country can finally start its rebuilding process." - Sen. Antonio Trillanes IV

It seems that everybody who are against the Arroyo government are now starting to jump to the bandwagon supporting Randy David, who is seriously considering to run against GMA for the congressional seat of the second district of Pampanga.

Over the weekend, prominent people from both the opposition and militant groups specifically Senator Kiko Pangilinan, Makati mayor and United Opposition president Jejomar Binay and party list representative Satur Ocampo have expressed their support and delight that someone is up to the challenge to make sure that the President's rumored plight to stay in power even beyond her term will not go uncontested.

Even the Inquirer columnist's cabalen in the person of Governor Ed Panlilio, who was also heavily considering the alternative of going up against Mrs. Arroyo was willing to give way and give support to David.

Senator Trillanes, who has always been an anti-Arroyo government declared his all-out support for the UP professor and said that Randy David has done more for the country as a teacher than GMA in her nine years as president.

Silvestre Bello, the Cabinet Secretary was quoted saying that David and Arroyo's would-be clash is like David versus Goliath but was careful to say that David is going to win this one. He was pretty sure that GMA is very popular in her home district.

The statement given by the Cabinet Secretary could mean another thing: that the President is on the go for the seat on the House of Representatives and that no one, not even a college professor may block this plan of hers.

The Battle of David and Gloriath

"..it would be a shame if no Kapampangan stands up and lets her (GMA) do so unchallenged." - Prof. Randy David

Just before the weekend, Prof. Randy David expressed his plans to challenge President Gloria Macapagal-Arroyo if in case she runs for congress during the 2010 National Election. And that is to prevent the Chief Executive from being elected as Prime Minister if ever the administration's allies in the House succeeds in shifting the form of government from presidential to parliamentary.

David, who hails from Betis, a town like Lubao which is situated within the second district of Pampanga is said to have a chance of clinching the vote come May 2010 with the help of a so-called "catholic vote" block with the influence of his brother, who is a bishop in that province.

On the other hand, President Arroyo's chances of winning the congressional seat is thick as she was said to have been frequently visiting her hometown very often and is most likely practicing patronage politics.

People from the Opposition and different militant groups are all backing the UP professor if he finally decides to run against the President. This, however, is criticized by the administration allies saying that if someone wants to run for office, that person should not run for the sake of running, there should be a prepared platform. Pointing that David should run for the sake of serving a constituent and not because he's preventing something from happening.

Despite everything that's happening around the Con-ass, a lot of political moves have also been taking place for both the Opposition and the Administration who is rumored to have planned its every move up to the tiniest details to finalized the shifting of the form of government and extending GMA's reign beyond 2010.

Well, if it's true that the Commander-in-Chief had figured everything out, then everyone from the Opposition, militant groups and those who are against the speculated plan of the current administration might find it difficult to stage a plan of their own or even make a stalemate.
